Healthwatch Bolton undertook research on proposed new locations for the Jubilee Centre in Halliwell following plans to redevelop the existing site. They spoke to 106 people, including service users, carers, staff, volunteers and local residents, and collected 267 comments about two potential relocation sites: Firwood and Falcon View.
The research found mixed views about the two options. Firwood was valued for its larger size, potential for future expansion and greater parking provision, but concerns were raised about its distance from town, limited public transport, accessibility issues and safety around nearby roads. Falcon View was seen as more central, accessible by public transport and closer to local amenities and community activities, but people worried about traffic, limited parking, restricted space and the potential impact on neighbouring residents.
Regardless of location, participants were clear about the features they wanted retained in any new centre. These included the swimming pool, bar, evening and social groups, communal areas, sensory facilities, group activities, adequate parking and accessible transport arrangements. Many also wanted reassurance that existing services and activities would continue after relocation and expressed concerns about a lack of information and uncertainty around the consultation process.
The report concluded that service users were willing to consider either site if it provided accessible facilities and maintained the social opportunities that made the Jubilee Centre valuable. Key priorities included sufficient parking, safe transport links, accessible design, opportunities for activities and socialising, and clear communication about how the redevelopment would affect services, particularly the evening groups, bar and wider support provided to service users and carers.
