Healthwatch Cornwall undertook an enter and view visit to Penbownder House Care Home on 2 March 2026. They spoke to 8 people. The purpose of the visit was to observe the care environment, gather feedback from residents and staff, and identify opportunities to improve quality of life and service delivery.
Overall, the visit identified many examples of positive practice. Residents appeared comfortable, well cared for, and engaged in activities, and staff interactions were consistently respectful, friendly, and person-centred.
The home provides residential care for up to 34 residents, including those with dementia, learning disabilities, and complex mental health needs. The service had previously been rated “Requires Improvement” by the Care Quality Commission in May 2025.
The care home is located in a large building with extensive grounds and secure access systems. Communal areas were well lit and welcoming, and residents’ rooms were personalised with belongings and photographs, contributing to a homely environment.
However, some environmental safety concerns were noted during the visit, including potential trip hazards such as loose flooring, exposed wires, and uneven surfaces. These issues were considered to require attention.
Residents were observed taking part in a range of activities, including crafts, games, socialising, and watching television. Staff actively encouraged participation and tailored support to individual needs and abilities.
Residents spoke positively about their experiences, describing staff as kind, attentive, and supportive. Many residents reported feeling happy, safe, and well cared for, with comments highlighting a family-like atmosphere.
Staff also reported a positive working environment, with good teamwork and supportive management. Relationships with external healthcare professionals were described as strong, helping to ensure continuity of care.
Staff highlighted challenges relating to inconsistent or incomplete referral information from external organisations, which could affect placement suitability and care planning.
Maintenance and upkeep of the large building were identified as ongoing priorities, with systems in place but some issues still observed during the visit.
Healthwatch Cornwall made several recommendations to improve the service, including:
- Improving the consistency and completeness of referral information from partner organisations.
- Strengthening environmental safety checks and promptly addressing trip hazards.
- Continuing maintenance and decoration programmes to ensure a safe and welcoming environment.
- Reviewing signage to ensure it is appropriate and supportive, particularly for residents with dementia.
- Improving consistency in displaying accurate daily information, such as menus.
The care home responded positively to the report and accepted the findings. They stated that identified safety issues were isolated and resolved on the same day, supported by an existing maintenance system.
