Healthwatch Blackburn with Darwen carried out an Enter and View visit to Higher Bank Care Home, a 22-bed residential care home for older people. The home received an overall green rating and was found to provide a warm, homely and welcoming environment. Healthwatch highlighted the strong family ethos within the service, with the home operated and managed by a long-established family team supported by many long-serving staff. Residents, relatives and staff consistently described the home positively and praised the quality of care, management and relationships throughout the service.
A particular strength was the warm and personalised atmosphere. The home was described as comfortable and sociable, with residents encouraged to engage in activities, celebrations and daily life. Healthwatch observed positive interactions between staff and residents, with staff demonstrating detailed knowledge of residents' preferences, backgrounds and support needs. Activities included reminiscence sessions, baking, games, film showings, exercise sessions and regular informal forums such as "Taboo Tuesday" where residents could discuss any concerns or suggestions. Residents also appreciated opportunities to spend time in the attractive front garden and observe local wildlife, including a resident peacock.
Food was widely regarded as a major strength of the home. Residents repeatedly praised the quality, choice and flexibility of meals, describing the chef as accommodating and responsive to individual preferences. During the lunchtime observation, meals appeared appetising, well presented and plentiful, with residents offered choices, additional helpings and support where needed. Staff were observed maintaining a friendly and encouraging atmosphere throughout mealtimes while ensuring residents remained well hydrated and comfortable.
Healthwatch concluded that Higher Bank provided a high-quality residential care experience characterised by strong leadership, caring staff and high levels of resident satisfaction. A small number of areas for improvement were identified, including aspects of dementia-friendly design, signage, lighting and maintenance of the rear garden. The provider responded to the draft report, defending some aspects of the home's décor and dining arrangements while emphasising resident choice and involvement in decision-making. Overall, Healthwatch considered Higher Bank to be a well-managed and highly regarded service where residents felt safe, respected and well cared for.
