Summary of report content

Healthwatch Tower Hamlets undertook research on access to GP registration in Tower Hamlets. They contacted 31 GP practices between December 2025 and February 2026 through a mystery shopper exercise to assess whether practices followed NHS guidance and Safe Surgeries principles for people who may not have proof of address or identification.

The research found that most practices showed some flexibility around registration requirements, with 61% reporting that proof of address or photo identification was not strictly required. However, registration processes varied considerably between practices. Around 71% primarily encouraged online registration, only 29% routinely offered both online and in-person registration options, and some practices still required a catchment area address or provided unclear information about registration requirements.

The study highlighted potential barriers for vulnerable groups, including migrants, refugees, asylum seekers and people experiencing homelessness. A small number of practices offered temporary registration or accepted temporary addresses, while some required additional eligibility checks. Awareness of the Safe Surgeries initiative also varied among reception staff, with some demonstrating good knowledge of inclusive registration policies and others appearing unfamiliar with the guidance.

Healthwatch Tower Hamlets concluded that inconsistencies in registration procedures and communication could discourage vulnerable people from accessing primary care. It recommended improving staff awareness of Safe Surgeries guidance, ensuring clear and consistent explanations of registration requirements, increasing flexibility for people without a fixed address, and encouraging more GP practices to join the Safe Surgeries initiative.
