Summary of report content

Healthwatch Waltham Forest undertook an Enter and View visit to community phlebotomy (blood testing) services across seven sites in the borough during October and November 2015. The visit found that patients were generally satisfied with staff, cleanliness and accessibility, but significant concerns were identified regarding waiting times, service capacity and the consistency of information provided across sites. A total of 245 patient questionnaires were completed as part of the review.

Long waiting times were the most common issue. Many patients arrived before clinics opened, sometimes queuing for long periods, and tickets were regularly withdrawn before advertised closing times because clinics had reached capacity. More than 60% of respondents expected to wait longer than 30 minutes for a blood test, and patients frequently reported frustration when they arrived during advertised opening hours but were unable to obtain a ticket. Parking problems, insufficient seating at busy periods and a lack of water dispensers or facilities to make waiting more comfortable were also highlighted.

The visit found that information about blood testing services was often inconsistent. Some centres had unclear signage, patients were not always aware of arrangements for children's blood tests, and most respondents did not know when they would receive their results or how to provide feedback about the service. While patients generally viewed staff positively, reception staff often lacked information about the blood testing service because it was managed separately from the health centres hosting the clinics.

Healthwatch Waltham Forest made 19 recommendations, including increasing service capacity, reducing waiting times, introducing better ticketing and display systems, improving signage and patient information, reviewing opening hours, providing more seating and water facilities, and creating clearer processes for feedback and complaints. The report concluded that many longstanding concerns raised by local residents were validated and that service improvements were needed to make blood testing services more accessible, efficient and patient-centred.
