Findings from a focus group about Continuing Health Care Assessments

Summary of report content

Healthwatch Sheffield worked with people who had experienced the Continuing Healthcare (CHC) assessment process, either directly or as family carers, to understand how assessments could be improved. Seven people took part in a focus group, sharing experiences of assessments, reviews, funding decisions and appeals. While some participants reported positive and supportive experiences, many described the process as confusing, stressful and time-consuming, particularly where assessments were repeated over several years without clear outcomes. 

Communication was a major theme. Participants reported inconsistencies between different assessors, unclear information about decisions and appeals, and difficulties obtaining updates or contact details. Several carers felt their knowledge of the person they supported was not always valued, despite their detailed understanding of the individual's needs. Participants emphasised the importance of respectful, collaborative relationships with professionals, noting that positive experiences were associated with assessors who listened, explained processes clearly and treated people as partners in decision-making. 

Concerns were also raised about how evidence was gathered and interpreted. Some participants felt the assessment tools did not adequately reflect the complexity of people's needs and were unclear about what evidence would be accepted. Others highlighted that good care can sometimes mask the true level of need, creating a risk that support requirements are underestimated. Repeated full assessments rather than simple annual reviews were described as emotionally draining, while delays in decision-making and disputes over funding responsibilities added further stress for families and carers. 

Participants recommended clearer information at the start of the process, opportunities to provide feedback early rather than at the end, improved communication throughout assessments and reviews, and stronger support for carers and families. Suggestions included introductory phone calls from assessors, practical guidance on preparing for assessments, better information about advocacy services and regular updates through newsletters. Overall, the findings highlighted the importance of transparency, trust, consistency and meaningful involvement of individuals and carers throughout the Continuing Healthcare process.
